After the fieldwork of mid-term evaluation for “Improvement of computer usage and public internet access ability in Vietnam” project funded by Bill & Melinda Gates Foundation. VIETSURVEY team has been granted implementing annual data collection and Impact Assessment (IPA) training and supervision in all 12 provinces under in Step 1 including Thai Nguyen, Tuyen Quang, Ha Giang, Thanh Hoa, Nghe An, Ha Tinh, Dac Nong, Binh Phuoc, Tay Ninh, Ben Tre, Tra Vinh Soc Trang. The first task is to collect venue and non-venue data from all access points in 12 provinces and make sure that the IPA system work during and after project life. Training and tutorial discussion have been delivered to project officials at all levels. The project is the flagship of Bill & Melinda Gates Foundation and Global Libraries in the world in fighting poverty and highly supported by the Government of Vietnam and paid great attention of the global research teams on technology and social change.
Besides annual data collection, the team has developed specific data entry forms and tutorial documents for local officials which is complementary to the Observatory software for the project monitoring and evaluation. A comprehensive data collection protocol designed for staff has been constructed, tested and put into operation, which enables impact assessment at province, district and commune levels. Our team is very pleased and proud that our team research and services together with project’s leadership set out a standard IPA design and implementation among development project in Vietnam that enhance local ownership and project sustainability and long-term impact on poverty eradication in Vietnam and the region.
