Since January, 2013, VIETSURVEY team has been selected to carry out mid-term evaluation for “Improvement of computer usage and public internet access ability in Vietnam” project funded by Bill & Melinda Gates Foundation. The project has been implemented in 12 provinces in Vietnam including Thai Nguyen, Tuyen Quang, Ha Giang, Thanh Hoa, Nghe An, Ha Tinh, Dac Nong, Binh Phuoc, Tay Ninh, Ben Tre, Tra Vinh Soc Trang which aims to increase of living standard of poor/disadvantaged households through public internet access provided in commune post offices and public libraries. The project is the flagship of Bill & Melinda Gates Foundation and Global Libraries in the world in fighting poverty and highly supported by the Government of Vietnam.
The team has developed the log-frame including result chain for the project monitoring and evaluation, adapted and developed both performance metric and evaluation indicators. A comprehensive toolkit for mass survey and qualitative research over staff and users has been constructed accordingly, pretested and employed for the data collection in the field at province, district and commune levels. Case studies on the beneficiaries have been established and tracked along to enrich the stories of long-term impact and changes in the local work, life and well being. On top of that, VIETSURVEY specialists have also contributed to the independent evaluation of the project coordination and management. We are pleased and proud that our hard work will contribute substantially and substantively to increase opportunities for poor and disadvantaged people in Vietnam and to join global effort in poverty reduction.
