This study employs case study and archival analysis of three State owned enterprises (SOEs) to identify the major impacts to the local communities and dynamism issues in reforming the Vietnam SOEs in the agriculture sector. The research team lead by Mr. Nhat Nguyen Duc conducted about 62 interviews with government officials, SOEs managers, employees, contracted farming households and local officials who have been administering the process. Interviews with policy makers and research at the central level in Hanoi were also made to retrieve the policy implication and the contextual understanding of the reform process. This paper provides the key finding and policy implications on the basis of case studies comparison. The three cases studies are presented in the full report serves as background for argument and implication. Most of the key finding in the literature review and archival analysis and field interviews are presented for national and provincial policies makers, researchers, donors and created solid platform for policy debate and discussion.
